Our traffic education wing delivers lectures in schools, colleges and other government / private institutions about road safety on regular basis. Education Wing has many options and plans to educate the masses. The Education Wing of City Traffic Police Rawalpindi established in august 2008 is working under direct command of the Chief Traffic Officer, Rawalpindi. Traffic Education Unit is working handsomely with its well- trained and highly qualified staff for the sake of educating the people of Rawalpindi. Traffic Education Wing arranges walks, seminars, radio programs and general lectures. Lectures on road safety, traffic road signs and MVO are delivered to inculcate Traffic Sense. These steps will pave the way for better Police public relations and it will be a right step towards modern ideas of community Policing. The targets of Education Wing are: Masses Schools, Colleges, Universities Public Service Vehicle Drivers Multinational and National Organization The purpose of Education Wing is: To educate people about road safety and traffic laws for better and smooth flow of traffic on roads. For the convenience of the General public, City Traffic Police Rawalpindi has started 2 driving schools where people get educated about the traffic laws and road safety. The driving training consists of two Modules: 10 Days Theory. 18 Days Practical Training. Theory covers the following subjects: Road Signs Traffic Laws Driving Safety Automobile Important Parts First Aid Lecture by Civil Defense Officers on Bomb Disposal and Fire Ticketing System Practical Training: Practical Training consists of 1 hour daily for each student. There are two branches in Rawalpindi Driving training institute Race Course Traffic Office Rawalpindi. Driving training institute Faizabad Rawalpindi. Training Fee Complete training in 2500 Rs. Note: Other private driving institutes are offering training at the price of 4500 Rs and no theoretical training is imparted on the student. Facility and equipments Senior Traffic Warden Sayed Sohail Mumtaz Shah is the in-charge of the CTP Driving Training Institute. The Officers of Civil Defense deliver the lectures to the students and highly trained drivers give the practical training to the students. Modern teaching devices like multimedia etc. are used to impart the training.

License issuing authority is Chief Traffic Officer. In-charge of Licensing Branch is a DSP Traffic HQ, who is also given a charge of issuing licenses on behalf of CTO. The said DSP is further responsible for managerial and driving tests issues, under the supervision of Chief Traffic Officer. Our force has engraved new modifications in licensing. So, a computerized revolution has taken place in Licensing Branch. New learner permit and regular License now meets International Standards. Our new license system is based upon Information Technology Department, Punjab. In this system PVC card and magnetic strip is used for printing of License.
INFORMATION FOR DRIVING LEARNER	TOP
Motor Cycle/ Motor Car 18 Years LTV (Rickshaw, Taxi, Tractor Commercial) 21 Years HTV 22 YearsREQUIRED DOCUMENTS FOR LEARNER PERMIT: 1 . A copy of N.I.C. 2 . A Ticket of Rs.60 (for each category's Learner Permit) from any Post Office. 3 . Get a Code Book of Traffic Rules & Regulation. 4 . Medical Certificate (for the candidates of 50 years and above) Note: Learner permits are issued on Daily Bases and have a Validity period of 6 months but after 42 days a candidate is authorised to apply for a fresh Driving License. RENEWAL OF LEARNER PERMIT: Ticket of Rs. 40 is required for renewal with in the time duration. If the learner expires then previous learner along with 60 Rs. Ticket is required.

Encroachment a bar in smooth flow of traffic

One of the barriers in smooth flow of traffic is encroachment. In the city markets the shopkeepers put their luggage even outside their shops and also on footpaths/roads which cause a great hurdle in the flow of traffic.

Non availability of parking area

There is no parking area in the Rawalpindi City. The owner of plazas display plaza basements as parking lot but on later stages they convert these basements into shops. It is the dilemma that in the city of Rawalpindi not a single parking plaza have been established by the concerned development authorities.That is why public face problems while visiting city area to park their vehicles.

Shortage of bus bays/stands

It is a sad demise that Rawalpindi city has only 9 bus bays in densely populated and congested areas of Rawalpindi City. So the concerned authorities should manage bus bays/bus stops in proper ways. Due to the lack of bus bays and Heavy PSV stands, these Public Service Vehicles are being parked on roads which create a great deal of inconvenience for general public. The concerned authorities should realize their responsibilities to manage /construct bus-bays and bus stops in Rawalpindi City.

Entry of Heavy Traffic during day time

Cantonment board issues passes to the trucks and dumpers to enter in the city area at day time. The ratio of these passes has exceeded the requisite limit. So there is a dire need to reduce the quantity of these passes. Moreover the truck stands should be shifted outside the limits of Rawalpindi city area.

Flow of rain water

As the sewage system of the city is not well established/maintained.The rain water pours on the roads, which fills the markets and shops. Mostly vehicles are traped in this water. The underpass of the committe chock is also not safe from the rain water.

OBEY TRAFFIC RULES - YOU AND THE LAW

LEARNING TO DRIVE Any person learning to drive a motor vehicle is required to obtain a learner’s Permit. The law requires that he should display on the front and the rear of vehicle a square shaped white plate or card of 17”(17 cms) x 7” (17 cms). On this plate must be written the letter ‘L’ in RED colour. The letters should be 4” (10 cms) in height and 3.5” (8.5 cms) in width. He must carry his learner’s permit at the time of driving. A learner’s permit issued in Rawalpindi is valid for a period of six months and there is no grace period. A learner’s permit is valid only in the territory where it is issued. The minimum age at which a learner’s permit can be issued is 18 years.
DRIVER WITH learner’s permit FOR SCOOTER/MOTOR CYCLE
In Rawalpindi a two wheeler driver (learner’s permit holder) is not allowed to carry any person on the pillion seat.
DRIVER WITH learner’s permit FOR CAR
A car driver (learner’s permit holder) must have by his side a person duly licensed to drive a vehicle. He should sit by his side in such a position as to be able to readily stop the vehicle.
FOR PERMANENT LICENSE HOLDERS
A permanent license is valid for the type of vehicle for which it is issued. After its expiry, there is a grace period of 30 days to get it renewed. The minimum age for applying for a permanent license is 18 years. For paid drivers, it is 20 years. A paid driver must carry his driving license at the time of driving. A permanent license is valid throughout in Pakistan.
BEFORE DRIVING MAKE SURE THAT
Your vehicle is registered. Registration number is displayed prominently in front and rear in the prescribed manner. It is insured to cover liability in respect of any third party risk. The vehicle is in roadworthy otherwise it will risk you and others. Do not run your vehicle under the influence of drugs/drinks You have a valid driving license for the type of vehicle you are driving. You are physically and mentally fit to drive.
UNDER THE LAW YOUR CAR MUST
Be registered. Display the registration number plate in front and rear in the prescribed manner. Be in roadworthy condition. Brakes working properly. Have headlight, backlight for illuminating the number plate. Lighting time starts half an hour after sunset and continues until half an hour before sunrise. Have tires properly inflated and in good and sound condition. Have the horn in working order. Be fitted with a silencer. Have its steering mechanism adequately maintained and in good trim. Have efficient automatic windscreen wiper. Have well maintained transparent windscreen and side and rear windows. A rear-view mirror appropriately fitted. Not cause undue noise. Be equipped with electrical or mechanical device. Not emit smoke. Display tax token properly.
Under the law your Motorcycle must have
Brakes of properly working. Horn in working order. Headlight, backlight for illuminating the number plate. Tires properly inflated and in good and sound condition. The steering mechanism in good and sound condition. A silencer. A number plate displayed in front and rear in the prescribed manner. No defect in the vehicle which would cause undue noise or release smoke. The correct provision for one passenger only. Tax token displayed prominently.
Under the law your motor cycle must have in addition to the above
A suitable device to prevent garments of the pillion rider from getting entangled. Provision for footrest. A suitable device for pillion rider to hold on to the motor cycle.
Other yellow / white lines on the road
Continuous yellow / white lines have been drawn in the middle of some roads in Rawalpindi. It is an offence to cross this line to overtake another vehicle or otherwise. Vehicle should take only the left carriage-way.
